Fred is West Richland's Mayor pro tem and he has served as a City Councilmember since 2018. In addition, Fred is an elected Fire Commissioner for Benton County Fire District #4, which provides our city's fire and emergency medical services.
A U.S. Naval Academy graduate, Fred's professional work experience includes six years of active duty military service as a U. S. Navy Surface Warfare Officer and nearly 25 years as a Special Agent of the Federal Bureau of Investigation. His FBI career culminated with promotion to the federal Senior Executive Service as the Special Agent-in-Charge of Special Operations in the New York City field office and then as the Special Agent-in-Charge for the FBI in the State of Mississippi. Fred also worked for 10 years as the counterintelligence program manager at the Pacific Northwest National Laboratory after retiring from the FBI.
In further recognition of Fred's leadership statewide, he was elected In June 2025 by city leaders across Washington State to serve as the President of the Association of Washington Cities, which represents all 281 cities and towns in our state.
I’ll continue to address the priorities that matter most to our citizens by responsibly managing your taxpayer funds, exploring new ways to address city concerns and ensuring West Richland remains a safe, prosperous, vibrant and family-focused community.
As Mayor and a former city Planning Commission member, I will work hard to find solutions to the challenges we currently face with high property taxes, affordable housing, maintaining our parks and roads, enhancing public safety and our policing capability, and sensibly managing our city’s growth.
I'm prepared to make the tough decisions needed to ensure our city's budget reflects these priorities and I'll do what’s right for our City of West Richland.
Following the terrorist attacks in New York City on 9/11/2001, Fred oversaw the set up of vital telecommunications within the New York FBI operations center and command post established inside a midtown Manhattan parking garage. Within days, this emergency facility was supporting more than 2,000 Agents, as well as state and regional task force officers investigating the 9/11 terrorist attacks.
Assigned overseas from 2004 to 2005 as the FBI's Legal Attache to the U. S. Embassy in Riyadh, Saudi Arabia, Fred directed the international investigation of several terrorist attacks committed against Americans working in that nation, including the armed assault of the U.S. Consulate in Jedda, Saudi Arabia, in December 2004.
Fred’s awards and citations include the Navy Expeditionary Medal, the FBI Investigative Excellence Medal, the U.S. Attorney’s Award for Distinguished Service to Law Enforcement, the Department of Energy Distinguished Service Award and numerous other commendations.
